Postcode distribution

• On average, just under two-thirds of employees live within the city boundary. Missing data skewed the 2021 results for postcode distribution.
• Consistent with 2022, 3% of staff live outside of PO or SO postcodes – this represents an increase since 2019 and 2020. The shift to hybrid working has made it easier for staff to live further afield although this still only accounts for a small proportion of the workforce

For 2019, 63% of employees at Portsmouth City Council lived within the city boundary (PO1-PO6), 34% lived in another PO or SO postcode, and 2% lived elsewhere
For 2020, 64% of employees at Portsmouth City Council lived within the city boundary (PO1-PO6), 34% lived in another PO or SO postcode, and 2% lived elsewhere
For 2021, 54% of employees at Portsmouth City Council lived within the city boundary (PO1-PO6), 42% lived in another PO or SO postcode, and 4% lived elsewhere
For 2022, 62% of employees at Portsmouth City Council live within the city boundary (PO1-PO6), 34% live in another PO or SO postcode, and 3% live elsewhere
For 2023, 64% of employees at Portsmouth City Council live within the city boundary (PO1-PO6), 33% live in another PO or SO postcode, and 3% live elsewhere

97% of Portsmouth City Council (PCC) employees live within PO or SO postal districts  – consistent with 2022

3% of employees come from outside PO and SO postal districts in 2022. Staff come from all over the UK including: Newcastle upon Tyne, Manchester, Birmingham, Wales, Swindon, Exeter, St Austell, Worthing, London and Southend-on-Sea
