Background

Children and young people with special educational needs and disabilities (SEND) find it harder to learn or access education than most children/ young people of the same age. These children and young people may need extra or different help from that given to others. Portsmouth City Council (PCC) and the Integrated Care Board (ICB) provide a wide range of support for both children and young people with special educational needs and their parents/carers through a number of universal, targeted and specialist services.

Information about the full range of education, health, care, leisure and voluntary sector services available for Portsmouth children and young people with SEND and their families can be found on the Portsmouth ‘local offer’ website www.portsmouthlocaloffer.org/.

To better understand if the services are meeting the needs of users, a consultation with the parents and carers of children and young people that interact with the SEND system was undertaken. Comparisons, where appropriate, have been made with previous data to track movements in results.

The aim of this consultation was to help develop and shape future services to ensure they work best for the end users: the children and young people with SEND and their parents and carers.
