The Council recognises the balance required between property owners’ rights and the need to address the issue of long-term empty homes.

The strategy focuses on:

  • Early identification and engagement with property owners
  • Addressing environmental issues
  • Providing education and advice
  • Developing partnerships
  • Promoting energy efficiency
  • Increasing the number of homes brought back into use, particularly affordable homes

There are three aspects to the strategic approach:

Advice and Support

Proactive communication with owners of properties empty for six months or more, offering advice and support, including information on selling, renting, and local schemes.

Enforcement

The Council will consider enforcement options when necessary, including a wide range of legal powers. Enforcement will typically take place where a property presents a hazard to the public. Enforcement is seen as a last resort, with the Council aiming to support and advise property owners first.

Partnership Working

Collaborating with a wide network of partners, including the Empty Homes Network, and establishing an Empty Property working group to prioritise actions and bring empty homes back into use.
