The Council believes these are the main reasons why owners might struggle to bring empty homes back into use.
Financial limitations
Many owners lack the funds needed for repairs or renovations to make a property habitable. High renovation costs, rising material prices, and increased borrowing rates can make it too costly to act.
Can’t decide what to do
Owners may be unsure whether to sell, rent, or renovate their property. This indecision is often worsened by a lack of knowledge about the housing market or the steps involved in selling or letting a home.
Emotional and personal issues
Emotional attachment, past trauma, or health-related challenges can prevent owners from taking action. Properties involved in probate or inheritance disputes may also remain empty for extended periods.
Absentee ownership
Some owners live far away or are difficult to contact, effectively abandoning the property. In cases where the property is part of a larger portfolio, it may become less of a priority or neglected.
Legal and administrative issues
Ownership disputes, unregistered properties, or missing legal documents can delay or prevent action. These issues can also limit the Council’s ability to intervene.
Lack of awareness and support
Some owners are unaware of the support available to them, such as local schemes, advice on renting or selling, or financial assistance. Without this knowledge, they may not take any steps at all.
