Objective/ policy and feedback from Hampshire County Council (HCC)
- HCC understands the strategic case for expanding the current Portsmouth Park and Ride site and welcomes the opportunity to collaborate with PCC on the identification of future sites to reduce the impact of car journeys on the Hampshire road network
- HCC supports the development of a transport hub at the Park and Ride site as part of a greater provision of sustainable travel choices to the city centre
- Expansion of the Park and Ride should be complemented by initiatives to attract its use by the city centre businesses who currently offer free off-street car parking to their employees
- HCC supports the flexible use of kerbside space so long as it is not to the detriment of the pedestrian by reducing footway space
- HCC agrees with the policy to develop sustainable travel options to and within Portsmouth.
- HCC would like to continue the joint working on public transport issues and both authorities need to continue to investigate opportunities to expand the South East Hampshire Rapid Transit network that connects Portsmouth with SE Hampshire and the towns of Fareham, Gosport, Havant and Waterlooville.
- HCC would like to continue to work in partnership with Portsmouth City Council when working on cross boundary issues of the SEHRT bus corridors and LCWIP routes from the adjoining Hampshire districts.
- HCC supports prioritising road space for sustainable travel and would like to see parking restrictions used to help buses and cyclists. Recognising there will be conflict between providing bus/cycle lanes and on-street parking how will bus and cycles be given priority for road space?
- Off-street cycle parking, bike hire etc. should not reduce the footway space for pedestrians.
- HCC agrees with the policy on exploring private off-street non-residential parking restrictions and would like to know more about the plans for the Workplace Parking Levy
- HCC would like to see an investigation of the further use of demand management and enforcement measures as part of improving air quality and reducing carbon emissions.
