Feedback from Sustrans

Sustrans provided the following feedback via letter on the draft EV charging infrastructure strategy:

Overall
  • Sustrans supports the overall aims to prioritise EV infrastructure for residents and visitors, to convert the PCC fleet, and to support shared and public transport modes to EV
  • However, Sustrans believes that this should be developed alongside a longer-term objective to dramatically reduce car use and increase the number of people walking, wheeling and cycling in the city.

Residential charging infrastructure
  • EVs lead to an increase in pavement clutter which can negatively impact pedestrians, particularly people with pushchairs, wheelchair users and those with a disability
  • Sustrans would like charge points to be placed in existing infrastructure wherever possible e.g. lamp posts. Alternatively the points should be on the road itself rather than on the pavement

Car parks
  • Use public and workplace car parks to site additional charge points (rather than on the pavement)

Feedback from Transport for the South East (TfSE)

Sustrans provided the following feedback via letter on the draft EV charging infrastructure strategy:

Overall
  • TfSE is supportive of Portsmouth City Council’s collaborative approach to the future roll-out of EV charging infrastructure
  • TfSE also welcomes the consideration of the needs of vehicle fleets. This is a key objective of their regional EVCI strategy and an urgent area of work. They have recently started the development of a methodology for projecting the uptake of electric vehicles within fleets and the associated charging demand that will emerge from public sites and depots

Drop-in / pop-up engagement events took place at the following locations:

Residential charging infrastructure
  • Concern over one EV charging supplier having a monopoly and being able to increase prices, whilst it being equally irritating to have multiple providers with the need to then download multiple apps
  • Do “company neutral” charge points exist where users can choose the best/ cheapest tariff for them?
  • Can the council investigate using gullies on terraced streets to run charging cables safely across pavements without impeding pedestrians, in combination with fitting more solar panels
  • People should not look to run cables out of their houses. Not feasible at scale on busy streets
  • There are too many EV charge bays which are often empty
  • There should be far more EV charge bays (particularly in north of the city), including some Level 4 rapid charge points as lamp post ones take 11 hours for a full charge. Lack of charging infrastructure is deterring some who are considering buying an EV
  • Some would prefer many slow charge points rather than fewer rapid ones
  • Update all new roadside bollards (in parking friendly areas) to the charger ones
  • The tight restrictions on length and width in terms of creating a driveway make it very difficult for residents to be able to charge an EV off-road
  • Some question how much it costs per bay for an EV charge point
  • Could EV charge points be grouped in residential areas in mini hubs, either in a group of on-street parking bays on the main road where there is more space, or in a local car park e.g. Tesco’s

Environmental concerns
  • Hydrogen is a better solution as lithium, needed for EV batteries, is a finite resource
  • Hydrogen is cleaner and can be scaled more easily
  • Concern that EV batteries are bad for the environment, questions about where EV batteries will be recycled, and whether they are a fire risk

Car parks
  • Level 4 EV charging should be the priority to enable rapid, on the go charging

Other
  • Could the council work with electricity suppliers to make tariffs cheaper at certain times
  • EVs are too expensive currently for people to make the switch
  • Full EVs not always suitable for longer journeys
  • No option for hybrid vehicles on the survey
